Greetings,

Compared to over seat steering, where the handlebars have a very rigid connection to the fork and wheel, do people who have under seat steering find the steering less responsive, or to have some play in the mechanism? The rod and linkage look like they will have some slop in them, how does this affect the riding characteristics?

I assume you refer to two wheels rather than three. I've not found any slop in steering linkages unless the actual rod end has worn and even cheap rod ends aren't under much pressure on steering linkages. There's plenty of manufacturers selling very expensive bikes with USS and they couldn't do that with sloppy systems.
